Elders and Deacons

Bull Street Baptist Church is led by a plurality of elders, governed by the gathered congregation and supported through the practical ministries of the deacons.


The Bible prescribes that the local church is to be led by a plurality of elders. Because the words “pastor,” “elder” and “overseer” are used synonymously in the New Testament, all pastors at BSBC are elders and all elders are pastors. The elders are comprised of men who satisfy the qualifications for the office of elder set forth in I Timothy 3: 1–7 and Titus 1: 5–9. Some of our elders serve vocationally and others fulfill their calling as volunteers. 

The elders oversee the ministry and resources of the church in accordance with the Word of God. In keeping with the principles set forth in Acts 6: 1–6; Hebrews 13:17 and 1 Peter 5: 1–4, the elders devote their time to prayer, the ministry of the Word (by teaching and encouraging sound doctrine), and shepherding God’s flock. 

  • Dan Carter

    Dan co-teaches the Adult 2, Adult Bible Study Group. He and his wife, Lisa, have been married for 10+ years and have two sons. Dan works at Great Dane Corporation.

  • David Elliott

    David and his wife, Susan, have been married for 29 years and have 4 children and 9 grandchildren. He works for Georgia Power. 

  • Calvin Fowler

    Calvin was born and raised in Chattanooga, TN. He received his Bachelor of Business Administration from Southern Methodist University in Dallas, TX and began a career in his family's retail furniture business before God called him into vocational ministry. He received his Master of Divinity from the Southern Baptist Theological Seminary in Louisville, KY. Prior to coming to Bull Street in the summer of 2008, Calvin served as the Community Pastor at East Cooper Baptist Church in Mount Pleasant, SC. Calvin and his wife, Char-La, have 5 children.

  • Andrew Lucius

    Andrew completed a Bachelor of Arts in Classical Guitar Performance at The University of Southern Mississippi before coming to Louisville, Kentucky to study music and worship leadership at The Southern Baptist Theological Seminary. He graduated with a Master of Divinity in Worship Leadership in May 2013. Andrew has served as the Associate Pastor of Worship in a Louisville church plant, and also worked at Boyce College, as an Instructor of Worship and Church Music. Andrew Lucius and his wife, Rebecca, met in Louisville, KY and have two children. 

  • Pat Talley

    Ed sings in the choir and teaches the Adult 1, Adult Bible Study Group. He and his wife, Adrienne, have been married for 50+ and have 2 children, 5 grandchildren, and 6 great-grandchildren. Ed is a quality engineer for Lummus Corporation.


The office of deacon is that of a servant, meeting the practical needs of the church in ways that free the elders to fulfill their responsibilities. A deacon must meet the qualifications for the office as described in Acts 6:1-7 and 1 Timothy 3:8-13. Deacons serve under the authority of the elders, being organized in the most fitting way to accomplish the various ministries of the church. 

Particular responsibilities of the deacons include:

  • benevolence ministries of the church
  • practical service to the church body
  • accommodations for the services of the church
  • other specific tasks as needs arise in the church.
